On 21 July we launched a new survey to help us understand what a possible permanent scheme could look like as well as what additional measures local people feel are needed should future funding become available.
If you've not yet taken part, here's how you can continue to get involved:
Since launching the LTN scheme in October 2020 we have been collecting feedback from local people via our map-based survey on Commonplace. Between October 2020 and July 2021 780 people shared their views on the scheme via Commonplace and provided just under 1000 comments.
On Wednesday 21 July this survey will be closing and will be analysed to help inform the next stages of the scheme.
Don’t worry if you’ve not yet shared your views on the scheme, here’s how you can continue to get involved:
1) Transport for London’s (TfL) LTN perception survey – if you live in the LTN area ( see map here ), you should have received a letter from TfL inviting you to take part in a survey. If you haven’t received the survey letter or have misplaced the letter email enjoy@walthamforest.gov.uk with your address.
2) Help us shape the LTN scheme survey – on Wednesday 21 July we’ll be launching a new survey to help us understand what a possible permanent scheme could look like as well as what additional measures local people feel are needed should future funding become available. The survey will run until at least the end of August 2021. Once the survey is live (21st July) you’ll be able to take part by clicking on the tile “Help us shape the LTN scheme” which will be here https://southleytonstoneltn.commonplace.is/overview
More information on the scheme:
Last week (9th and 10th June 2021) an update leaflet was delivered to all households in Areas 3 and Areas 4, north of Crownfield Road and Cann Hall Road.
If you've not received the leaflet or haven't had a chance to read it you can view an online version here .

The modal filter installed in October 2020 at Hollydown Way/ North Birkbeck Road was created using a lockable central bollard and planters in the road. A lockable central bollard helps prevent motorised vehicles from using the area as a cut through, however can be unlocked by the emergency services should they need to and was supported by them.
Unfortunately, since installing the filter, the lockable bollard has been misused and removed by members of the public on numerous occasions to allow drivers to travel through. To prevent this issue from recurring we will be replacing the central bollard with an Automatic Number Plate Recognition (ANPR) camera modal filter. This means there will no longer be a bollard in the middle of the road, however all motorised vehicles (except emergency services vehicles) that travel through the modal filter will be issued with a penalty charge notice (PCN).
As with all changes to the highway, this information has been shared with the emergency services who support the change. As the modal filter at this location is part of the wider temporary LTN scheme we will continue to monitor the filter and are keeping all locations under review.
Work to change the modal filter will take place from week commencing 7 June 2021 and will take no more than two days to complete. If you have any questions or comments regarding this change, please email enjoy@walthamforest.gov.uk
Between May and June we’ll be replanting the planters scattered across the South Leytonstone area and are looking for green fingered locals to get involved.
If you live near to one of the modal filter planters and are a keen gardener why not get involved and ‘adopt a planter’ to help them flourish in the area.
By adopting a planter, you’ll be responsible for:

As part of the Low Traffic Neighbourhood (LTN) in South Leytonstone, which launched on 8 October 2020, work is currently underway installing modal filters at 11 locations in the area.
The work will take approximately one week to complete and involves installing large planters and bollards at the 11 locations to restrict access for motorised vehicles, while still allowing enough space for pedestrians and cyclists to travel through them. Click here to view the modal filter locations .
When the modal filters are installed, all addresses will continue to be accessible for residents, visitors, deliveries, etc however the way you reach your property via your usual routes may change. Some of the modal filters will include lockable bollards to be used by emergency services should they need to.
These works are part of the temporary scheme for the area, which aims to create people friendly streets with less traffic, noise and pollution, that are safe and more pleasant to use.
Thank you for your patience while we complete the work. All construction related enquiries can be emailed to us at enjoy@walthamforest.gov.uk.
