A detailed explanation of the scheme

Low Traffic Neighbourhood - experimental scheme

The scheme involves installing 11 modal filters (road closures to motorised vehicles) to create a LTN. This means that motorised vehicles will no longer be able to use the area as a cut through to avoid main roads, which is known as ‘rat running’. Recent data analysis of car usage in the area shows that 40 to 60 per cent of car journeys on most roads in Area 4 are vehicles cutting through the area. With less traffic, noise and pollution, local streets will be safe and more pleasant to use, especially for children to cross the road and walk or cycle to school.

The experimental modal filters will be installed for 6 to 18 months and during this time we will be gathering local feedback, consulting key stakeholders and collecting traffic data to help determine whether the scheme will be made permanent in the future.

Area 3 is bounded by Crownfield Road, High Road Leyton, the A12, Cathall Road and High Road Leytonstone, and has a total of four modal filters proposed.

Area 4 is bounded by Ferndale Road, Montague Road, Harrow Road, Cann Hall Road and High Road Leytonstone, and has a total of seven modal filters proposed.

The modal filters have been created using large planters and bollards placed in the streets at various locations to restrict access for motorised vehicles, but these will still allow enough space for pedestrians and cyclists to travel through them (see example images below).

Some of the modal filters include lockable bollards to be used by emergency services should they need to. When the modal filters are installed all addresses will continue to be accessible for residents, visitors, deliveries, etc, however the way you reach your property via your usual routes may change.

As with all changes to the highway it can take a little while for people to get used to the new layouts, therefore we ask that you take the time to view the map to identify any changes to your regular journey.

The scheme in Area 3 – Langthorne

There are four modal filters in this area..

1. Ellingham Road

The modal filter at Ellingham Road is at the southern end of the road, set slightly back from the junction with Crownfield Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to Ellingham Road is from the A112 High Road Leyton Road.

2. Stewart Road

The modal filter at Stewart Road is at the eastern end of the road, set slightly back from the junction with Ellingham Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to the area east of the modal filter is via Crownfield Road and Hall Road. Access to the area west of the modal filter is via High Road Leyton and Stewart Road; High Road Leyton and Downsell Road; and High Road Leyton and Drapers Road.

3. Langthorne Road

The modal filter at Langthorne Road is set just south of the junction with Brierley Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only and a bollard that can be removed by the London Fire Brigade in an emergency. Access by motor vehicle to area north of the modal filter including Brierley Road, North Birkbeck Road, South Birkbeck Road, Calderon Road, Millais Road, Leslie Road, Frith Road, Goodall Road, Webster Road, Elmore Road and Baker Court is via High Road Leyton. Access by motor vehicle to the area south of the modal filter including Hall Road, Union Close, Amethyst Road, Blackthron Court and Glean Court is via Crownfield Road.

4. Hollydown Way

The modal filter at Hollydown Way is at the southern end of the road, set slightly back from the junction with North Birkbeck Road. When the scheme was launched in October 2020 the modal filter consisted of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only and a bollard that could be removed by the London Fire Brigade in an emergency. Unfortunately due to the bollard being removed numerous times by members of the public, in June 2021 the filter was changed to an Automatic Number Plate Recognition (ANPR) camera which means there is no bollard in the centre of the road, emergency services can drive through the filter, however any other motorised vehicle traveling through will receive a penalty charge notice (PCN). Access by motor vehicle to the area north of the modal filter, including Corn Way, Melon Road and Orange Grove is via Cathall Road. Access by motor vehicle to area south of the modal filter, including Brierley Road, North Birkbeck Road, South Birkbeck Road, Calderon Road, Millais Road, Leslie Road, Frith Road, Goodall Road, Webster Road, Elmore Road and Baker Court is be via High Road Leyton.

The scheme in Area 4 – Montague & Woodhouse

There are seven modal filters in this area.

1. Montague Road

The modal filter at Montague Road is set slightly north from the junction with Cookes Close. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only and a bollard that can be removed by the London Fire Brigade in an emergency. Access by motor vehicle to the area north of the modal filter, including Malvern Road, is via High Road Leytonstone and Ferndale Road. Access by motor vehicle to the area south of the modal filter, including Lansdowne Road and Sanson Road, is via Harrow Road.

2. Lancaster Road

The modal filter at Lancaster Road is set slightly back from the junction with High Road Leytonstone. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes, with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to Lancaster Road and Cobden Road is via Beachcroft Road.

3. Matcham Road

The modal filter at Matcham Road is at the northern end of the road, set slightly back from the junction with Harrow Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes with appropriate gaps to allow access by non-motorised vehicles only and a bollard that can be removed by the London Fire Brigade in an emergency. Access by motor vehicle to the area south of the modal filter, including Matcham Road, Napier Road, Wragby Road and Cary Road is via Cann Hall Road.

4. Selby Road

When the scheme launched in October 2020 the modal filter at Selby Road was set slightly back from the junction with Napier Road, however following feedback from local people regarding concerns over anti-social behaviour, parking availability, and vehicles parked with their engines running (known as idling) at the filter location in April 2021 we decided to move the Selby Road filter from its current location near its junction with Napier Road, to the top of Selby Road at its junction with High Road Leytonstone. The modal filter still consist of signs prohibiting motor vehicles and wooden planter boxes with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to the whole of Selby Road is via Cann Hall Road.

5. Ranelagh Road

The modal filter at Ranelagh Road is at the northern end of the road, set at the junction with High Road Leytonstone. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes with appropriate gaps to allow access by non-motorised vehicles only and a bollard that can be removed by the London Fire Brigade in an emergency. Access by motor vehicle to Ranelagh Road, Napier Road, Wragby Road, Cary Road and Worsley Road is via Cann Hall Road.

6. Steele Road

The modal filter at Steele Road is at the southern end of the road, set slightly back from the junction with Cann Hall Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to Steele Road, Eve Road and Belton Road is via High Road Leytonstone.

7. Woodhouse Road

The modal filter at Woodhouse Road is at the southern end of the road, set slightly back from the junction with Cann Hall Road. The modal filter consists of signs prohibiting motor vehicles and wooden planter boxes with appropriate gaps to allow access by non-motorised vehicles only. Access by motor vehicle to the area north of the modal filter, including Woodhouse Road, St Margaret’s Grove, Terling Close and Newcomen Road is via Harrow Road.

School Streets

Alongside the LTN we have introduced School Streets, which involve temporarily closing one or more of the streets surrounding a school to most vehicles for a short period at the start and end of the school day. Doing this helps improve road safety, reduces inconsiderate parking and dangerous vehicle movements, improves air quality around the school and makes it easier for pupils, parents, carers and staff to walk, scoot and cycle to school.

To date we have introduced School Streets in the South Leytonstone area at The Jenny Hammond Primary School, Davies Lane Primary School, and in November 2020 we introduced a school street for Buxton School.

The School Street zone for Buxton School includes the following roads where vehicles will be restricted at the start and end of the school day: Woodhouse Road, Terling Close, Newcomen Road, Jenny Hammond Close and Courtenay Road.

The School Street operates between 8.15am and 9.15am and 2.30pm and 3.00pm, Monday to Friday, termtime only. More information can be found online by visiting www.walthamforest.gov.uk/schoolstreets
