Changes to Hollydown Way/ North Birkbeck Road modal filter

The modal filter installed in October 2020 at Hollydown Way/ North Birkbeck Road was created using a lockable central bollard and planters in the road. A lockable central bollard helps prevent motorised vehicles from using the area as a cut through, however can be unlocked by the emergency services should they need to and was supported by them.

Unfortunately, since installing the filter, the lockable bollard has been misused and removed by members of the public on numerous occasions to allow drivers to travel through. To prevent this issue from recurring we will be replacing the central bollard with an Automatic Number Plate Recognition (ANPR) camera modal filter. This means there will no longer be a bollard in the middle of the road, however all motorised vehicles (except emergency services vehicles) that travel through the modal filter will be issued with a penalty charge notice (PCN).

As with all changes to the highway, this information has been shared with the emergency services who support the change. As the modal filter at this location is part of the wider temporary LTN scheme we will continue to monitor the filter and are keeping all locations under review.
